Uniform Guidance/HS Regulations

This small group course offers participants individual attention to gain maximum impact from the training experience. With over 20 years experience of providing fiscal services to Head Start grantees our goal is to provide you with the knowledge, tools and templates to help you implement effective and long-lasting change in your organization.

Cost Allocation

This course will provide you with the knowledge and tools to strengthen your financial management systems. Providing clarity and purpose to the holistic budget by effectively and efficiently allocating cost between multiple funding streams. Training materials have been vetted and described as fantastic by OHS staff.

ERSEA
Eligibility, Recruitment, Selection, Enrollment, Attendance

We will review the new eligibility, recruitment, selection, enrollment and attendance rules, examine each of the E-R-S-E-A regulations along with your agency’s ERSEA procedures and systems; and gain an understanding on the training requirements for staff, board and Policy Council. This is a very interactive training session with hands-on experience engaging in typical day-to-day ERSEA processes.

Strategic & Budget Planning

In this course, you will learn how to strategically plan and conduct feasibility studies to expand services, as well as assist with assessment of projections for early childhood services. This Strategic Planning training is designed for all Management Teams, including Executive Directors, Fiscal Director, Members of the Governing Body and Policy Council.

Program Planning

We will support you in developing a streamline process for managing and reporting all the required information to staff, Policy Council and governing body that is user-friendly, enabling the readers ability to make informed decisions. The training will include review and implementation of 1304.12 (dii) and 1302.102(d)1-3 reporting requirements specifically designed for your individual program structure and data management system.

Aligned Monitoring System 2.0

A comprehensive one day session full of information to guide you through each step of the new Federal monitoring review process – FA2. The training will provide information on the pre-site preparation activities, onsite flow of events, review methodology, and each section of the FA2 Protocol.

Non-Federal Share

In this course, you will gain an in depth understanding of the non-federal share of costs that grantees are required to contribute as a “match” to federal grant dollars. The training will address topics such as cost sharing requirements for Head Start, fiscal regulations pertaining to non-federal share, and the valuation, documentation, and reporting requirements of match. We will also discuss strategies for planning and budgeting non-federal share to ensure your agency meets grant matching requirements.

Fiscal Reporting

A comprehensive look at how internal and external reporting is an essential ingredient for successful financial management of federal grants. This session will interactively explore fiscal regulations and federal reporting requirements with step-by-step instructions for completion of federal reports such as SF-425, SF-428, and SF-429. We will also discuss the importance of internal reporting and ongoing monitoring to guide grantees toward strengthening financial management systems through effective fiscal reporting.

Program Governance

In this training, you will gain knowledge of the regulations outlined in the Head Start Act [Sec. 642 (c)(2)] and the Head Start Program Performance Standards [1301.3], understand the roles and responsibilities of Policy Council, understand how the governance and management entities work collaboratively; and gain knowledge of parliamentary procedures.  We will integrate your existing policies, reports, and bylaws into the training session to provide practical experiences for Policy Council, board, and staff.

Fiscal Implications & Trauma/Opioids Crisis

With Trauma/Opioids Crisis effecting more and more of our Head Start families, this session’s focus is on the fiscal implications and resources available to support the children and families effected by the crisis. Discussions and awareness of the additional support needed when a crisis effects a program. Strategically planning and preparing programs on funding needs for an unexpected crisis as well as long range plans for additional support required for children effected by the increased opioid use in communities.

Audits

An informative session for governing groups as well as management teams on audit requirements for testing your compliance with terms of your federal awards. Session topics include the roles and responsibilities of governing groups, the impact and criteria for selecting the right auditor, best practices to prepare for the onsite audit process, as how to read your audit by providing a deeper understanding of audit schedules and financial footnotes. The session will focus on how to select auditors, what to expect from the auditors, and important steps in preparation for the audit process as well.

Facilities & The 1303 Process

This course takes a deeper dive into the application and reporting requirements for the acquisition, construction, or renovation of property purchased with federal funds. This session will provide grantees with a detailed review of facility regulations set forth in the Head Start Program Performance Standards and Uniform Guidance. We will interactively explore the 1303 facilities application process, pre- and post- facilities checklists, notice of federal interest, and other key components necessary for successful implementation of a facilities project.
